rehabilitation and development activities in different zones of Oromiya.
In the process the organization has improved its capacity and smoothly
shifted from implementation of only relief and single sectoral development
projects to multi-sectoral / integrated development programmes that focus

1. BACKGROUND Oromia Credit and Saving Share Company [OCSSCO] is one of micro-financing institutions operating in Ethiopia. OCSSCO is a transformation of Oromia Rural Credit and Savings Scheme Development Project. The transformation to OCSSCO has taken place on August 4, 1997 following Proclamation number 40/1996 that was issued for Licensing and Supervision of the Business of Micro-Finance in Ethiopia. The transformation was required due to significant achievement during the project phase, as most of borrowers have demonstrated improvement in their life. 2. VISIONS OCSSCO aspires to see the eradication of poverty by contributing in the transformation of the rural poor into a prosperous industrial society and eventually transforms itself to a model development bank and become model financial institution in the World. 3. MISSIONS The mission of OCSSCO is to provide need based financial services to
strength the economic base of the low-income rural and urban active
poor of Oromia through increased access to financial services. OCSSCCO believes that financial services are one of the most important
tools to reduce poverty. With this guiding principle, OCSSCO has designed
and delivered three major products: 5. TARGET GROUPS OCSSCO provides credit services to the poor with especial emphasis on rural economic set-ups. Regarding saving services, it is open for all classes of the society irrespective of their economic background, yet with specific targeting to the poor as well as individuals and institutions. OCSSCO has again two savings products: • Compulsory saving for the clients Since the Institution’s target groups are the poor and the objective is poverty reduction, and contribute to economic growth of the Regional State, i.e., Oromia, OCSSCO deliver loans’ for the productive purposes only. Strict loan supervision procedures and mechanisms are in place to ensure loans given are not used for consumption or mis-utilized. OCSSCO’s financing or loan purposes are: 7. ACHIEVEMENTS OCSSCO has been operating in the largest Regional State of Ethiopia, Oromia National Regional State. Furthermore, the Institution has been operating in 91 districts, with over 524 employees. During the last eight years, the Institution has served significant number of poor clients with 86,996 active loan-clients and total portfolio of Birr 88.64 million [US D 10.22 million] as of June 30,20004. Besides, there was a remarkable increase on the performance trend for important indicators, such as client and portfolio outreach, and portfolio quality. Similarly, saving mobilization has shown tremendous improvement over the last five years. Although, most of savers are clients, recently non-clients are also interested to deposit money with the Institution. Moreover, the saving trend is again promising. 8. | 1. Introduction Oromia Region’s Women Association is a gender based association in which women are organized on their own free will to struggle for their rights and to solve their political, social and cultural problems. Based on this goal, the association obtained a legal recognition from Oromia Justice Bureau on January 30/1993 E.C. and currently owned more than 500,000 members in 16 zones, 197 districts and over 6000 kebeles of Oromia National Regional State. Oromia Women Association is a non-governmental organization that has already strengthened its public base. Concerning its organizational structure, the association has formed the executive committees composed of five members at respective zones’ districts and kebeles.
