Potential
 

Oromia is endowed with substantial energy resources including hydropower, biomass, solar and geothermal resources. Increasing the supply of energy and utilising energy resources efficiently would be critical for accelerating the development of the regional economy. The starting point for a rational development of the region’s energy resources is to have an accurate inventory of available resources, both renewable and non-renewable. The major factors constraining economic development in general and the energy sector in particular in Ethiopia in the past were misguided policies pursued by past governments. In order to reverse the negative effects of past policies, the Federal Government of Ethiopia has formulated an energy sector policy, which ensures an equitable allocation and effective utilisation of energy resources
.
 

The economic development policies adopted by the Federal Government provide the framework within which regional policies should be formulated taking into account the particular characteristics of each region in terms of resource endowment, institutional capacity, etc. Given the critical role of energy in economic development, and the resource endowment of the region, a programme of rural electrification in Oromia will create the conditions for balanced regional development. This requires a favourable investment climate for the involvement of private investor as well as active participation by communities in energy development programmes.

 
The Regional Government should play a leading role in the development of the region’s energy resources and should encourage investment in schemes which, while being technically and economically viable, are environmentally sound. Given the scarcity of resources, the least-cost approach should be the guiding principle for developing the region’s energy resources.
