The
Executive branch of the government is organized into a four-tiered
structure consisting, the National Regional Government, as well as
the Zonal, district and kebele administration. |
|    A.
The National Executive |

The President |

The
President is the Chief Executive of the Oromia Government. The Caffee
Oromia from among the members elects him for the term of five years.
The highest executive powers of the state are vested in the president. |

The Vice-President |

Cabinet |
| |
The
Cabinet comprises the president, the vice president and 14 officials
who are responsible for implementing the Government policy. In the
exercise of government functions, members of the council of the
National Regional Government of Oromia or the cabinet are collectively
responsible for all decisions they make as a body. It is also responsible
to the President and the Caffee. The highest executive powers of
the state are also vested in the cabinet. The President's office
serves as the cabinet's office. The secretary assigned by the president
leads this office. |

The Zonal Executive |

Constitutionally,
there is no legislature at zonal level. However, the zonal executive
comprises the principal and deputy administrator and a group of
heads of line departments who are assigned to implement government
policy in a zone. |

1. Principal Administrator |
| |
The
Principal Administrator of a zone is appointed by the council of
the National Regional Government of Oromia or the cabinet upon the
recommendation of the state president. He is responsible to the
president and the cabinet. At present there are 14 principal administrators
in Oromia. |

Deputy Administrator |
| |
The
cabinet upon the president's recommendation appoints him. He is responsible
to the principal administrator. |

Zonal Administrative Council |
| |
It
consists the principal and deputy administrators and 7 heads of
line departments that are undertaking various government activities
in a zone. |

|    C.
The District Executive |
| |
The
District Executive consists the principal and deputy district administrator
as well as 5 heads of line departments that are functioning in a district.

The
principal administrator of a district is appointed by the council
of same district. |

Deputy Administrator |
| |
District
council upon the recommendation of a principal administrator appoints
a deputy administrator |

District Administrative Council |
| |
It
consists the Principal and deputy administrators and 5 heads of line
departments who are undertaking different government activities a
district. |

The kebele Executive |
| |
The
kebele Executive comprises the principal and deputy administrators
and 3 other members who are heading government offices in a kebele. |

Principal Administrator |

The
kebele council from among the residents appoints a principal kebele
administrator. |

Deputy Administrator |
| |
The
kebele council upon the recommendation of the principal kebele administrator
appoints a deputy kebele administrator. |
| 3.
Kebele Administrative council |
| |
It
consists the principal and deputy kebele administrator as well as
other 3 members. |
